LEDAHF was formed as the Loudoun County (VA) Economic Development and Affordable Housing Foundation to meet a specific need of affordable housing in a market (Washington, DC) where real estate pricing made service sector housing totally unaffordable. Founded by a for-profit developer and a former public policy advocate and public homebuilder, LEDAHF quickly became influential in building models and using processes that motivated land developers and builders to accommodate affordable housing within master planned communities.

LEDAHF has now expanded outside Loudoun County, Virginia, and is working all over Virginia and the Carolinas.


LEDAHF does not focus on soliciting contributions to fund its mission. On the contrary, LEDAHF motivates the development industry by allowing creative and beneficial solutions for all parties concerned. Because LEDAHF was born out of a developer’s experience and mindset, it understands the needs of the developer and the most effective synergies with government and public policy.
